On June 12, 2018, Haldimand County Council approved an updated, contemporary Building By-Law. The updated By-Law includes a new, modernized building permit fee and service charge structure. The new fees take effect on Wednesday, August 1, 2018.

Prior to the new by-law being passed, Haldimand County Building Services was operating under the former Regional Municipality of Haldimand-Norfolk’s building by-law and fee structure that pre-dated amalgamation in 2001. A more comprehensive and modernized Building By-law is required in order to reflect changing customer service demands, identify relevant procedures for different types of building permits and most importantly provide a consistent approach to the calculation of building permit fees.

Staff contracted the services of Watson & Associates Economists Ltd. to undertake a building permit fees review study based on an assessment of costs and comparable fees in nearby municipalities. The Watson & Associates building permit fees review study formed the basis of the newly approved by-law and fee structure. The most significant change under the new By-Law is a new method of permit fee calculation, wherein a standardized per floor area cost will be used as the basis to calculate the applicable fee.

The deadline for submitting a building permit application under the old by-law is Tuesday, July 31, 2018 at 4 p.m. Any applications submitted after this date and time will be processed using the new Building permit fees and calculation method.
