The Study
Haldimand County (County) initiated a Municipal Class Environmental Assessment (Class EA) to address traffic and pedestrian safety concerns at the intersection of Argyle Street and Haddington Street in Caledonia. Based on the evaluation of different
intersection design options and input from stakeholders and the public during the Public Information Centre, the preferred option for the Argyle Street and Haddington
Street intersection has been identified as a signalized intersection. The preferred option will include realignment of the east leg of the intersection (Haddington Street), addition of a west leg to improve access to businesses on the west side of Argyle Street, pedestrian crosswalks on each leg of the intersection and signal phasing to accommodate pedestrian crossing time.

The Process
In accordance with the Municipal Engineers Association’s (MEA) Municipal Class Environmental Assessment, this Study was planned as a Schedule B undertaking. The EA process includes public and review agency consultation, identification of a problem or opportunity, evaluation of alternatives, an assessment of the impacts of the proposed improvements on the environment, and identification of measures to mitigate any adverse impacts.

The Project File Report (PFR), documenting the planning process, has been completed and is now available for a 30-day public review period. To view the PFR a copy can be viewed at the following locations:

If an interested party has outstanding environmental concerns about the project, please raise these with one of the individuals listed below. If concerns arise regarding the preferred design, which cannot be resolved in discussion with those named below, a person or party may request that the Minister of the Environment make an order for the component of the Project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environmental assessments. Request must be received by the Minister:

If no ‘request’ is received by September 28, 2018, the intersection improvements will proceed to final design and construction as presented in the PFR. With the exception of personal information, all comments will become part of the public record.
